-To recruit new deputies, they've had to lower hiring standards, including accepting candidates with criminal records.
-Staffing shortages led to canceled days off and vacations and cost taxpayers more in overtime.
-Deputies used many of the new provisions while negotiating a new contract, getting themselves a 17% (I think) raise, obviously making the department more costly to operate.
